AI Chatbots Provide ‘Unreliable and Biased’ Voting Advice, Claims Dutch Watchdog

AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a possible risk to democratic processes just eight days before national elections.

Testing Reveals Repeated Partiality in AI Suggestions

The four chatbots tested by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog explained in a analysis published ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input exactly matches the positions of these political entities, the report pointed out.

Official Warns Against Relying on AI Assistants for Voting Guidance

The vice-chair of the data protection agency, Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that did not necessarily align with their ideological beliefs, she added.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their operation is unclear and difficult to verify.”

Election Context and Political Landscape

Netherlands citizens vote on October 29 in an election that will be closely watched around Europe for the showing of the Freedom party.

The right-leaning group of Geert Wilders is leading the polls but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors still undecided.

All major parties have rejected a coalition with the PVV, implying the runner-up party is most likely to provide the next prime minister.

Unintentional Bias Linked to AI Operation

The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
