UN Security Council Backs the US Gaza Strip Initiative

The UN Security Council has supported measures put forward by President Trump for establishing a long-term stability in the Gaza Strip, encompassing the deployment of an multinational security unit and a eventual route to a independent Palestine.

Broad Backing with Key Abstentions

The proposal was approved by a vote of thirteen supporting, with both China and Russia declining to cast votes. The US envoy the US ambassador informed the council chamber that it set “a fresh direction in the area for Israelis and Palestinians and all the inhabitants of the area alike”.

Compromise Wording on Palestinian Statehood

The inclusion of mentions to an independent Palestine was the price the America offered for backing from the Arab states, who are expected to contribute peacekeepers for the global force.

“Provisional steps that we begin today must be carried out in following global standards and honoring Palestinian rights,” Britain's representative stated.

Israeli Opposition Remains

However, on the verge of the UN vote, leader Benjamin Netanyahu restated his government’s firm resistance to the formation of a independent Palestinian entity, casting doubt on whether the Israeli government will allow the enactment of the internationally endorsed measures.

Main Elements of the Measure

  • Immediate lifting of existing limitations on relief supplies into the strip
  • Creation of an multinational peacekeeping unit
  • Moves towards rebuilding and a potential “route to Palestinian sovereignty and nationhood”

Ambiguous Wording and Requirements

The inclusion to sovereignty was a balanced insertion to an first US version which omitted it. But the phrasing is vague and dependent, declaring only that once the Palestinian leadership has implemented reforms and the rebuilding of the strip is progressing, “the situation may ultimately be in readiness for a realistic route to Palestinian self-determination and statehood.”

Worldwide Feedback

The language was insufficient of the firm commitment to the establishment of a Palestinian state beside Israel desired by Arab and Islamic states, as well as European delegates, but in speeches to the assembly after the decision, representatives from those nations said they were ready to support the agreement in the interests of extending the present ceasefire and prompt actions to feed and protect the 2.2 million Palestinian people in Gaza.

“Algeria has finally decided to endorse of this text, a text that we back its main goal, namely the preservation of the ceasefire and the establishment of circumstances permitting the Palestinians to assert their immeasurable rights to sovereignty and nationhood,” the Algerian envoy stated.

Implementation Challenges

The resolution grants overall oversight authority to a “board of peace” chaired by Donald Trump, but of uncertain membership. The board has to update the UN but it is not bound by the preferences of the UN or by the Palestinian leadership.

Furthermore, it demands the establishment of a expert Palestinian panel that is expected to manage routine management of the Gaza Strip and the provision of utilities, but it is far from clear who would be involved.

Peacekeeping Unit Authority

The authority of the ISF empowers it to neutralize and disband fighting factions in the strip, but it is quite ambiguous that would-be troop contributors would consent to engage such factions. No country has to date agreed to contributing forces.

Additionally the criteria for changes to the PA, the requirement towards moves to a sovereign Palestinian, have been vague.

European officials said they viewed it as pressing that the identities of the Palestinian technocratic committee to provide utilities was agreed as quickly as possible.
